A couple critiques:
Players 1 and 2 should be ACROSS from each other, not next. The port in mid should be removed bc all that matters is who gets to it and holds it first, and that person is usually always player 1. Player 4 has 2 extra sword units instead of 1 giving them an advantage over there neighbor, player 3 (If p1 and 2 start across from each other you wouldn't have to give him an extra sword more than p3).
Other than those changes I say its a pretty good naval heavy map.
